Chief Richard Molinari

Chief Molinari began his police career in 1988. He was promoted to Sergeant in 1995 and promoted to Lieutenant in 1998.

In 2004 he was promoted to the rank of Captain, during this time he commanded every division within the police department including Patrol, Investigations, Support Services and Professional Standards.

In January 2013 he was named Acting Chief of Police and on November 08, 2013 he was promoted to Chief of Police at the age of 47 he became the youngest chief in the history of the Union City Police Department.

Chief Molinari was born and raised in Union City, his family history traces back over 90 years in the city.

Chief Molinari holds a B.A. degree in Public Administration from Fairleigh Dickinson University and a Masters Degree in Public Administration from Fairleigh Dickinson University.

Chief Molinari is married to his wife Eileen, and they have three teenage daughters.

Captain Nichelle Luster

Captain Nichelle D. Luster was born and raised in San Diego, California. She came to Union City after serving honorably in the United States Army as a Military Police Officer. Captain Luster began her service to Union City in 1993, volunteering as an Emergency Medical Technician for the Union City Ambulance Corp. In 1994 Captain Luster joined the police department. She’s served in various capacities over the years including the Investigative Division Commander and the Patrol Division Commander. Captain Luster currently heads Professional Standards. Captain Luster has a Masters Degree in Public Administration. She holds an adjunct professor position at Fairleigh Dickinson University.

Captain Joseph J. Botti

Captain Joseph J. Botti – Family roots trace back to 1886 in Union City (formerly West Hoboken). Botti attended Emerson H.S. & studied at William Paterson University. Both his parents served Union City, father Robert as a city Commissioner & mother Patricia as executive assistant at the Union City Housing Authority. Captain Botti began his service in 1997, rising to Sergeant in 2004, Lieutenant in 2011 & Captain in 2016. Botti has commanded every tour in the patrol division. He has worked as a DARE instructor & School Resource Officer supervisor. Captain Botti currently oversees the Support Services division. Captain Botti is the last remaining active Union City Police Officer who responded to NYC on September 11th, 2001. Botti is a published author. He was founder & director of the Union City Boxing Club, where he volunteered for 27 years. Botti is married with four children.

Captain Brian Wolpert

Captain Brian A Wolpert – a second generation police officer (father – retired Deputy Chief Leonard H Wolpert) who was raised in Union City and joined the department in 1994 after serving honorably in the United States Marine Corps where he earned veteran status in addition to several awards/citations for actions during Operation Desert Storm in the Middle East & Operation Sharp Edge in Africa. Achieved Masters Degrees in Business (2007) & Homeland Security (2014) and is currently assigned as the Commander of Patrol Operations, Executive Officer of Emergency Service Unit, Director of Emergency Medical Services Division & Counter Terrorism Coordinator for the city of Union City. He is married with two children.
